New construction in Costa del Sol: The state of affairs in 2021
As of January 2020, there were approximately 200 new developments in the pipeline or under construction between Malaga and Estepona . Figures from the Spanish Ministry of Development (Ministerio de Fomento)* show that Malaga had the highest rate of new building permits in Spain at the end of 2019 (10.7 per 1,000 housing units).

According to a Savills-Aguirre Newman report, the average value of new construction apartments was €2,494 per square meter with villas costing €3,008, and the most expensive villas were in Casares (€7,005 per square meter). The Idealista web portal mentions Benahavis as the most expensive new construction apartments at €3,342 per square meter, with Sotogrande in second place with €3,204 per square meter.

In terms of foreign buyers, the Costa del Sol real estate market is one of the most important in Spain. Since the 1960s, when the southern Mediterranean coast first appeared on the European vacation radar, the Costa del Sol has been a firm favorite among foreigners for second homes and vacation rentals.
Like all real estate markets, the Costa del Sol has experienced its share of ups and downs. And like the rest of Spain, the post-2007 crisis hit the country hard. Covid-19 also hit hard. But the Costa del Sol market has an advantage over many others. It tends to recover first among all Spanish real estate markets. Therefore, we expect this trend to apply again in the coming months.
The Costa del Sol real estate market during lockdown
Spain went into one of the strictest lockdowns in Europe on March 14. Strict measures were relaxed only slightly in early May. In those seven weeks, all sectors of the Spanish economy suffered dramatically. Including tourism, perhaps the hardest hit. Almost overnight, the Costa del Sol went from record visitor numbers to zero tourists.
Due to the unprecedented and unknown nature of COVID-19, the first phase of the COVID-19 lockdown was dominated by fear and uncertainty. Judging by the nosedive in online real estate searches from mid-March to early April, buying a home on the Costa del Sol was far from anyone’s mind.
Sustained interest from foreign buyers
Once Europe had overcome the worst of the virus, however, and the curve in new cases and fatalities began to level off, confidence returned. Online searches increased. Helped by comprehensive marketing packages that include 360-degree virtual tours. real estate agents on the Costa del Sol are used more than ever to show properties to clients who are not physically in the area. As a result, many brokers saw a strong uptick in website traffic and buyer interest.
The rise in online searches and inquiries for Costa del Sol properties from mid-April to the end of May showed the continued interest in the area from foreign buyers. The climate, lifestyle and connections of the area seem to be important motivating factors, even during a pandemic.
Flexible property reservations
Virtual tours using the best technology were hugely successful. Particularly in convincing buyers to commit to a purchase. Flexibility was also vital. For example, many real estate agents have introduced a system whereby interested buyers make a down payment to reserve the property until they can travel to the Costa del Sol. If the home is not to their liking, the deposit will be refunded. Developers have also introduced flexible deposits and payment terms in line with travel and economic constraints.

Despite COVID-19 restrictions – brokers could not open their offices until mid-May – sales in the Costa del Sol real estate market continued throughout the state of alert. The INE recorded a total of 1,339 transactions in May 2020. More than half the total for the same month a year earlier. Some of these purchases were for properties “viewed” during the lockdown.

As the Costa del Sol and Spain gradually get out of lockdown, and the country lifts travel restrictions, the real estate market will gradually adjust to the new situation. While no one has a crystal ball and much depends on the behavior of COVID-19 and the emergence (or not) of the vaccine, we believe the Costa del Sol has several characteristics that favor recovery in the short rather than long term.

The appeal of the Costa del Sol lies in several fundamental characteristics:

An enviable lifestyle –
The Costa del Sol has always been about outdoor living. Whether that’s playing sports, enjoying the beaches, swimming in your pool or dining on your patio.
Excellent connections
There are travel restrictions at this time, however. But Malaga airport is open for travel from the Schengen zone starting June 21. And for international travel starting July 1. Many airlines have already announced services. Moreover, the airport is expected to pick up its usual network of flights relatively quickly.

These features make the Costa del Sol enduringly attractive and remain in place despite COVID-19.
New attractions
The pandemic caused a trend shift, particularly in the home and work environment.
Private outdoor space
After weeks of lockdown, people now appreciate properties with gardens and pools more than ever before. Outdoor space is a given in most Costa del Sol properties.
Home Offices
Working from home is the new norm, and few people expect to return to their office environment this year. Home offices will therefore be a highly desirable feature. As well as efficient and fast Internet connections (most Costa del Sol locations have fiber optic infrastructure and very reliable Internet).
Quality assurance
The Costa del Sol has a robust network of public and private healthcare facilities. All of which proved their effectiveness during the first wave of the pandemic.
Covid-19 measures
Along with one of the lowest incidents of COVID-19 in Spain, the Costa del Sol has implemented a strict lockdown relaxation regime. Strict rules and recommendations for hygiene measures are in place, which inspire confidence in visitors.
Buyer’s interest
Agents have noticed a sharp rise in online searches, indicating pent-up demand among buyers. We expect this to continue, especially since travel restrictions were lifted in late June. Online reservations for August show that tourists, both Spanish and foreign, are eager to return to the Costa del Sol. As the president of the Diputación de Málaga (provincial authority), Francisco Salado, said in early June, “The Malaga/Marbella region is in a privileged position because it attracts both Spanish and international buyers to invest in real estate.”
